To: Members of the Penkridge Parish Council
I write to invite you to attend a meeting of the Penkridge Parish Council to be held on Thursday 10th February 2022 at 7.30 pm in Room 1 at the Haling Dene Centre.
Part I – Public Session
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.
2. PERSONALIA AND EVENTS
[a] To receive the above for February 2022.
[b] Members of the Council and Public in attendance to declare if they are video/audio recording the meeting.
[c] To note the SSC Monitoring Officer will present a Code of Conduct and Nolan Principle training at the Haling Dene on 24th February at 6.30 pm and all Councillors are required to attend, details to follow.

To receive and consider any DPI requests.
5. PUBLIC PARTICIPATION

[a] To receive a Police report, if available.
7. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCIL
[a] To receive updates/reports from the above Councillors.
[a] To approve the minutes of the Full Council meeting of the 13th January 2022.
[b] To receive the Follow Up Sheets for Full Council, Planning, Haling Dene Management and Recreation and Amenities.

10. WORKING GROUP MINUTES
[a] To receive the Highway Liaison Agenda for 14th December 2021.
11. OUTSIDE GROUPS WITH PC REPRESENTATION
[a] To receive the Peace Memorial Hall minutes of 7th December 2021.
[a] To approve the accounts for payment for the month of January 2022 to follow].
[b] To receive the expenditure summary print outs for January 2022 [to follow].
13. SOUTH STAFFORDSHIRE COUNCIL
[a] To receive and consider a letter dated 13th January from SSC Chief Executive regarding the Community Infrastructure Levy.
[b] To receive ad consider an email from the Corporate Director Infrastructure and Business Growth with regards to EV Charging Points in Parishes.
14. NEIGHBOURHOOD PLAN
[a] To receive the Chairman’s update on the above.
15. HAING DENE
[a] To receive the Haling Dene Chairman’s update the Boundary Wall.
[b] To receive and consider a quotation from ntj to supply and install five aluminium dog signs in the grounds of the Haling Dene at a cost of £479.95.
[c] Councillors to receive and complete the Queen’s Platinum Jubilee Programme of Events, Councillors are requested to place their name and help in at least two sections.
[a] To note the new Website and Email system is currently being drafted and once complete all Councillors will be sent the link to review the draft and make comments before it goes live.
17. REPRESENTATIVES TO OTHER BODIES
[a] To appoint a member of the Council to attend the Penkridge Community Library Volunteer meetings and report back to the Recreation and Amenities Committee.
18. GRANT APPLICATIONS
[a] To receive an email dated 11th January from SCC Cllr Mark Sutton.
[b] To receive a petition from residents of Levedale Road and Whittamoor Lane supporting the SCC proposals to reduce the speed, as per the attached map, from 60 mph to 40 mph.
[c] To receive and consider a grant application from SCC Cllr Mark Sutton for £1,500 to part fund speed reduction scheme in the Levedale Area, Penkridge
19. DATE AND TIME OF NEXT MEETING
Thursday 10th March 2022 at 7.30 pm.
20. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1 Public Bodies/Admission to meetings Act 1960.

Standing Orders – Public Participation
[a] For a period of no longer than 15 minutes at the commencement of the meeting to receive comments from the general public present at the meeting, concerning relevant items or business of the Council. No person may speak for more than 2 minutes at the discretion of the Chairman.
33.5 The public are permitted to make representations, answer questions and give evidence in respect of any item.
33.6 The period of time which is designated for public participation in accordance with standing order above shall not exceed 15 minutes.
33.7 Each member of the public is entitled to speak once only in respect of business itemised on the agenda.
33.8 A question asked by a member of the public during a public participation session at a meeting shall not require a response or debate.
