Minutes of the Penkridge Parish Council Meeting held
On 10th October 2019 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

3959. APOLOGIES
Apologies were received from Cllrs Mrs Isabel Ford and Gordon Hawkins.
3960. PERSONALIA AND EVENTS
[a] The above was received for October 2019.
[b] Members of the Council and Public in attendance to declare if they are video/audio recording the meeting.
Resolved that Cllrs Andrew Lenz, David Oldfield and Calvert Stonehouse.
3961. DECLARATIONS OF INTEREST
[a] Councillors are reminded to complete or update their DPI details to the PA no later than 31st October [including land and belonging to organisations with influence including Social media].
[b] Cllrs Mrs Petula Hughes, Mrs Vivienne Smith and Calvert Stonehouse declared an interest in Item 15 – Library as they are both Volunteers.
3962. DISCLOSABLE PECUNIARY INTEREST (DPI)
There had been no DPI requests received.
3963. PUBLIC PARTICIPATION
Mrs Dorothy Briggs, Cannock Road, advised Councillors about the 2 year on-going disruption she had to put with by large vehicles and excessive traffic passing along the Cannock Road. She asked that Councillors consider implementing remedial measures and make the road a 20 mph.
Christine Robinson, Croydon Drive, said she had sent an email to the Reception asking why the Public Toilets were constantly closed but had not received a response, The gentleman in the Antiques Shop had also said he had received no response to his many email sent to the Parish Council with regard to the Public Toilets Closure.
Claire Geoghegan, Friends of Penkridge Library, said she had asked the Chairman several questions at the last meeting and had not received response.
The Chairman advised that some of the questions were answered within the September Full Council meeting and the PA would check the emails send to FoPL.

3963. PUBLIC PARTICIPATION [Cont’d]
Mr Hugh Canning, Otherton Lane, advised that the footpaths at the end of Boscomoor Lane had been neglected for over 30 years and were no impassable. He had asked for a site meeting with SCC Mark Keeling and SCC Cllr David Williams and would be happy for Councillors to also attend.
Cllr Lenz said he would attend to represent the Parish Council.
Mrs Janet Crossley asked that it be recorded that a fatality would happen on Otherton Lane if the speed limit were not reduced. She also asked if Persimmon Homes had handed the Country Walk over to South Staffordshire Council who would then pass to the Parish Council.
3964. POLICE MATTERS
[a] PCSO Andy Poxon sent his apologies and submitted his Police report for September and October.
Councillors asked that following the two accidents on the A449 that Police install speed measures.
3965. MINUTES
Resolved that:
The Minutes of the following meetings be confirmed and signed as a true and correct record:
[a] Full Council Meeting of 25th July 2019
[b] Full Council Meeting of 12th September 2019
A follow up be made for the Parish Plan and this item be placed on the November Full Council agenda for further discussion.

[c] Recreation and Amenities Meeting of 5th September 2019
3967. WORKING GROUP MINUTES
It was noted that no minutes had been received.
3968. OUTSIDE GROUPS WITH PC REPRESENTATION
It was noted that no minutes had been received.
3969. ACCOUNTS
Resolved that:
[a] The accounts for payment were approved for the month of September 2019.
[b] The expenditure summary print outs were approved for August 2019.
[c] The following accounting details were noted:

3970. STAFFORDSHIRE COUNTY COUNCIL – REFERRAL FROM 12th SEPTEMBER FULL COUNCIL MEETING
County Councillor David Williams, at the 12th September Full Council meeting, advised for Staffordshire County Council to undertake a Traffic Order for Otherton Lane & Boscomoor Lane would cost £6,000, of which he had put aside £2,000 from his funding and Persimmon Homes had agreed to donate £2,000.
[a] Consideration was given to if the Parish Council would donate the remaining £2,000 towards the cost of the Traffic Order and if approved which budget the funding would be taken from.

3970. STAFFORDSHIRE COUNTY COUNCIL – REFERRAL FROM 12th SEPTEMBER FULL COUNCIL MEETING [Cont’d]
[i] A proposal was put forward by Cllr Lenz and seconded by Cllr Oldfield that the Parish Council, ‘Without Prejudice’ donates £2,000 for the SCC Traffic Order.
[ii] The money to come from the Grants and Donations budget.
There were 10 votes for and 1 against.
Resolved that:
[i] The Parish Council, Without Prejudice’ donates £2,000 for the SCC Traffic Order.
[ii] The money to come from the Grants and Donations budget
[b] A request was received from Cllr Andrew Lenz for Council to consider undertaking a feasibility study for a 20 mph speed limit within the Village.
Cllr Lenz advised that a Feasibility Study would cost in the region of £3,000.
Resolved that:
[i] The PA enquire if the Feasibility Study could be undertaken in conjunction with the Traffic Order for Otherton Lane/Boscomoor Lane
[ii] The PA make enquiries to the Safer Roads grant scheme.
3971. SOUTH STAFFORDSHIRE COUNCIL
[a] An email was received dated 13th September from the Corporate Director of Governance who attached a copy of South Staffordshire Council’s Report on the Rules of Confidentiality.
The PA to get clarification on the Press and Public Exclusion.
[b] The slide show was received from the SSC Code of Conduct Training undertaken on 23rd September 2019.
[c] Following the above it was noted that all Private Sessions on Parish council Agendas would be on blue paper.
3972. POLICIES & PROCEDURES
[a] Consideration was given to the updated Staff Appraisal Form for the Parish Council Staff.
Resolved that:
Cllr Mrs Sutton to advise on suggested additions to the Appraisal Form and wording for a Procedure document and this to be further considered by the Council.
3973. LIBRARY
[a] To nominate two Council representatives to sit on the Library Steering Group which will deal with Strategic Issues.
Resolved that Cllrs Adams and Kelly to be the Council’s Representatives on the Steering Group.
[b] Consideration was given to the ‘Guidance Notes’ for the above Group.
Resolved that the PA consult with SCC with regard to the first meeting for the above being held towards the end of November.
[c] The PA’s report was received following a meeting with the Library Volunteers on Wednesday 9th October.
[d] Consideration was given to having a sign on the Library Wall ‘Penkridge Community Library’ and agree for the PA to obtain quotations for the November meeting as per the SCC Branding Guidelines.
Resolved that the PA obtain quotations for the above and this item be included on the November Full Council Agenda.
3974. STAFFORDSHIRE PARISH COUNCILS ASSOCIATION
Consideration was given to if the Parish wished to put forward a nomination for a Councillor to sit on the SPCA Executive Committee.
Resolved that Cllr Minshall’s name be put forward for the above.
