Minutes of the Penkridge Parish Council Meeting held
On 11th April 2019 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

3868. APOLOGIES
Apologies were received from Cllrs Mrs Isabel G A Ford and David Oldfield.
3869. PERSONALIA AND EVENTS
The above was received for April 2019.
Following an email from Staffordshire County Councillors David Williams Councillors asked if the PA would email him and ask exactly what, in his opinion, could the money be spent on. Once a reply had been received this be circulated to Councillors.
3870. DECLARATIONS OF INTEREST
Cllrs Andrew Adams, Mrs Petula Hughes, Victor Kelly, Andrew Lenz, Mrs Viv Smith and Calvert Stonehouse declared an interest in Agenda Item 10 Penkridge Library.
3871. DISCLOSABLE PECUNIARY INTEREST (DPI)
There had been no DPI requests received.
3872. PUBLIC PARTICIPATION
Mr Alan Whitaker of Francis Green Lane advised there were increasing problems on and around Princefield Bridge where youths were gathering, drinking and causing anti social behaviour. He said there had been a fire in the Canalside hedge and the Fire Brigade had attended. There were regular comings and going with cars and motorbikes. He said the youths were making life a misery for residents and he had concerns this would get worse as the summer approached. Mr Whitaker understood that the Council had little powers over the situation but asked if they could petition the Police to include the area in their evening patrols.
Kerry Bridgewater was also a neighbour and said see had seen cars approach the bridge flash their lights and the youths would come to the car and, in her opinion, would sell drugs to the youths. She had been told by the Police to telephone 101 and report the incidents but she said the wait on the telephone could be up to 50 minutes and by the time the Police did arrive the youths had left. The youths were also giving abuse to anyone who walked over the bridge.
The Chairman asked if the Parish Council could contact the Police, advise of the situation and ask if the Police would include the area in their evening patrols.

3872. PUBLIC PARTICIPATION [CONT’D]
Claire Geoghegan of Mill Street said there was a similar situation on the car park in Teddesley Road and also the Horsefair Play Area. The anti social behaviour starts around now and continues through the summer with groups of youths also congregating on the Clay Street car park and land behind.
Cllr Chloe Burns said she had been approached by a resident in Water Eaton Lane saying the Council had not cleared out the gullies for over a year and he had to do it as they were blocked. Cllr Lenz advised that SCC had drawn up a programme for this to be done by the end of 2019. He said there were a number of issues that they raised at the Highway Liaison Working Group but SCC advise they would be done when funding was available.
3873. POLICE MATTERS
PCSO Andy Poxon submitted his apologies and forwarded the police report for March/April 2019.
3874. MINUTES
Resolved that the Minutes be approved as a true and correct record for:
[a] Full Council meeting of 14th March 2019.

The minutes were noted of:-

3876. WORKING GROUP MINUTES
It was noted that no Working Group Minutes had been received.
Cllr Stonehouse submitted an email from the Snub The Hub group giving an update on the West Midlands Interchange and thanking the Council for their grant.
3877 OUTSIDE GROUPS WITH PC REPRESENTATION
It was noted that no minutes had been received.
3878. ACCOUNTS
Resolved that:
[a] It was noted that the accounts for payment and the expenditure summary printouts for the month of March 2019 would be included on May 2019 Agenda due to end of year close down.
[b] It was noted that the Internal Audit for year end would be undertaken on 3rd May 2019.
3879. PENKRIDGE LIBRARY
[a] The Steering Group’s Notes and the Action Plan for the above were received and considered.
3880. VILLAGE FETE
Following the Working Group meeting on 4th April consideration was given to their recommendation that the Council do not have a Village Fete due to the time constraints but have a family day on Saturday 15th June 2019.
It was agreed that Lichfield Concert Band be booked to commence at 4.00 pm and that the PA find out the availability of a Bouncy Castle. The details then be included on the May Haling Dene Management agenda for consideration.
Resolved that:
[i] Lichfield Concert Band be booked to commence at 4.00 pm.
[ii] The PA find out the availability of a Bouncy Castle.
[iii] This item be placed on the May Haling Dene Management agenda for further consideration.
3881. DATE AND TIME OF NEXT MEETING
Thursday 9th May 2019 at 7.30 pm.

3882. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
