Minutes of the Penkridge Parish Council Meeting held
On 12th December 2024 at 7.30 pm at the Haling Dene Centre

Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

5907. APOLOGIES
[a] Apologies were received from Cllrs Mrs Helen Adams, Andrew Adams, Sam Harper-Wallis and Andrew Lenz.

5908. PERSONALIA AND EVENTS
[a] The above was received for December 2024.
[b] Members of the Council and Public in attendance who declared they were video/audio recording the meeting was Cllr Gary Poston.

5909. DECLARATIONS OF INTEREST
There were no Declarations of Interest.

5910. DISCLOSABLE PECUNINARY INTEREST [DPI]
There were no Disposable Pecuniary Interests received.

5911. PUBLIC PARTICIPATION
Mrs Alison Heath of Teddesley Road and The Star Public House said she wanted to make the Council aware that she had not received a public apology, a copy of the minutes or confirmation that the Community Group were no longer using the Haling Dene Centre address.
Cllr Alan Smallwood advised that the trees in Bartlett Close had been trimmed but they were still overhanging the cars.

5912. POLICE MATTERS
[a] It was noted that the next Police report would be due in November 2024.
Resolved that the PA to contact the Inspector and express their concerns with regard to the lack of reports and Police presence in the village.

5913. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCILS
Cllr Kelly advised Councillors of the following:
The Local Plan had been submitted to the Inspectorate
The MPPF was still to be decided
Consultation was in progress for the Virtual meetings and Proxy Voting
SSC Teams were undertaking extra work within the Parishes

5914. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council meeting of 14th November 2024
[b] It was noted there were no follow up items from the November Full Council meeting.

5915. COMMITTEE MINUTES
The minutes were noted for the:
[a] Planning Minutes of the 14th November 2024
To receive the minutes of the:
[b] Finance and Resources meeting of 7th November 2024.

222. BUDGET 2025/2026
[a] Full Council
[b] Haling Dene Management
[c] Recreation and Amenities
[d] Burial Ground
Resolved that the above budgets be approved.

223. PRECEPT 2025-2026
[b] Consideration was given to setting the 2025-2026 Precept at £310,000.
Resolved that the above be approved.

225. CO-OPTED COUNCILLORS
Consideration was given to if Co-Opted Councillors be included in the Council’s Remuneration agreement.
Resolved that the above not be included in the Council’s Remuneration agreement.

5916. WORKING GROUP MINUTES
[a] It was noted that no minutes had been received.

5917. OUTSIDE GROUPS WITH PC REPRESENTATION
[a] It was noted that no minutes had been received.

5918. ACCOUNTS
[a] The accounts for payment for the month of November 2024 be approved.
[b] The expenditure summary print outs for November 2024 were received.
[c] The November Summary of Accounts and Pie Charts for the website were noted.
[d] The Support Staffordshire’s Internal Auditor’s interim audit report was received from their visit on 18th November 2024.
[e] It was noted the National Joint Council for Local Government Services have agreed:
A pay increase of £1,290 for all NJC pay points 2 to 43 and with effect from 1st April 2024.

5919. CASUAL VACANCY – NORTH EAST WARD
[a] It was noted there have been no Expressions of Interest received for the above.

5920. CHAIRMAN’S STATEMENT
[a] The Chairman’s Statement was received.

5921. PANTOMIME 2025 – ROBIN HOOD
[a] Consideration was given to if the Council wished to hold the above.
[b] The Council approved the quotation from M & M Productions at a cost of £2,999 plus VAT.
Resolved that the above be approved.

5922. GRANTS
[a] It was noted the PA had obtained grants for:

SSC Village Improvements Grants:
New Circular Bench Festival Gardens £ 3,888
Christmas Tree Lights £ 500

SSC UKSPF Grant:
Haling Dene Bishops Walk Refurbishment £11,711
WMI Grants:
The Refurbishment of the War Memorial, New Entrance £ 7,794
Slabs and New Bench Together with Two Bench by the Canal
Installation of Speed Indicator Devices £ 9,500
Total £33,393

The Vice Chairman thanked the PA for all her hard work in obtaining the grants.

[b] The Council approved the use of the Recreation and Amenities Highway Liaison budget of £3,000 towards the cost of the installation of SID Columns enabling the project to be completed in the 2024-2025 financial year.
Resolved that the Recreation and Amenities Highway Liaison budget of £3,000 be used towards the cost of the installation of SID Columns.

5923. WMI CLG MEETING
The meeting notes for the above held on 17th October 2024 was received.

5924. NEIGHBOURHOOD PLAN
[a] Cllr Kelly advised that the design statements for houses and technical information was being drawn up. Their next meeting was January 2025.

Council agreed to meet to discuss options for future S106 monies.
