Minutes of the Penkridge Parish Council Meeting held
On 14th November 2024 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with
the inclusion of confidential matters.

5892. APOLOGIES
[a] Apologies were received from Cllrs Mrs Vivienne Smith and Ms Jayne Taylor.
5893. PERSONALIA AND EVENTS
[a] The above was received for November 2024.
[b] Members of the Council and Public in attendance who declared they were video/audio recording
the meeting – Cllrs Andrew Lenz and Gary Poston.
5894. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
5895. DISCLOSABLE PECUNINARY INTEREST [DPI]
There were no Disposable Pecuniary Interests received.
5896. PUBLIC PARTICIPATION
Mrs Alison Heath, Teddesley Road and also the Designated Premises Supervisor for The Star Public
House. She read out a statement with regard to an official notification from South Staffordshire
Council’s Environment Health Officer and a letter received from a postal address of the Haling Dene
Centre, which she believed to be the official address of the Parish Council.
Mr Alan Stevens ST19 5PZ, said that he had been on the receiving end of living by a noisy pub some
years ago, it can be disconcerting for residents, but the matter was resolved by limitations being
included within the Licence.
5897. POLICE MATTERS
[a] It was noted that the next Police report would be due in November 2024.
5898. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCILS
There were no items to report.
5899. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council meeting of 10th October 2024
[b] The Follow Up Sheets for the October Full Council meeting were received.

5900. COMMITTEE MINUTES
The minutes were noted for the:
[a] Planning Minutes of the 10th October 2024
[b] Recreation and Amenities minutes for 24th October 2024
[c] Haling Dene Management minutes for 24th October 2024.
The PA advised that the Parish Council had been awarded a grant from the WMI Funding of £9,500
towards the cost for the installation of the Speed Indicator Devices.
5901. WORKING GROUP MINUTES
[a] It was noted that no minutes had been received.
5902. OUTSIDE GROUPS WITH PC REPRESENTATION
[a] It was noted that no minutes had been received.
Cllr Manton reported that Cllr Minshall and himself had cleared the Skatepark of litter and debris and
installed two CCTV Cameras.
5903. ACCOUNTS
[a] The accounts for payment for the months of October 2024 be approved.
[b] The expenditure summary print outs for October 2024 were received.
[c] The October Summary of Accounts and Pie Charts for the website were noted.
[d] It was noted that the interim audit would be undertaken on 18th November 2024.

5904. NEIGHBOURHOOD PLAN
[a] Cllr Lenz advised that there had been no further meetings since the update at the October Full
Council meeting.
5905. DATE AND TIME OF NEXT MEETING
Thursday 12th December 2024 at 7.30 pm.
5906. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
