Minutes of the Penkridge Parish Council Meeting held
On 7th July 2022 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

5402. APOLOGIES
Apologies were received from Cllrs Ms Balance, Oldfield and Mrs Smith.
5403. PERSONALIA AND EVENTS
[a] The above was received for July 2022.
Cllr Smallwood asked that the change in date for the October Full Council meeting be placed on the September agenda for further discussion.
[b] Members of the Council and Public in attendance who declared they were video/recording the meeting were Cllrs Andrew Adams, Andrew Lenz and Calvert Stonehouse.
5404. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
5405. DISCLOSABLE PECUNINARY INTEREST [DPI}
There were no Disposable Pecuniary Interests received.
5406. PUBLIC PARTICIPATION
Mr Alan Stevens advised that the Community Speed Watch had five members but this had now reduced to three. He asked if the Parish Council could advertise to recruit new members on their Noticeboards and Website.
The PCSOs in attendance said the Police would also put this on their Social Media sites.
Cllr Adams asked f the Police could also undertake checks on the Haling Dene grounds as there seemed to be 4-5 youths in the evening smoking marijuana.
5407. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCIL
[a] Cllr Williams gave a verbal update on items under Staffordshire County Council:
The Minister to request a time extension for refugees to stay in the country; there were currently 513 refugees in Staffordshire.
A Job Fair would be held at the Monckton in September.
Utility works to be undertaken in Lower Drayton Lane and a provisional date for the road works had been set for September.
His DHP Grant had now been allocated for this financial year.
Penkridge to have Category 3 Potholes repaired in Filance Lane and Haling Road.
The cost to hire the machine and undertake the repairs is £1,500 per day which the Parish Council can Precept for.

5407. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCIL [Cont’d]
[b] Councillors welcomed the Staffordshire County Council Cabinet Member for Highways and Transport, David Williams, who gave a brief introduction and then welcomed questions from Councillors.
[c] Council welcomed South Staffordshire Council Housing and Welfare Assistant Team Manager who gave a short presentation on the Locality Enabler roles.
A copy of the presentation to be emailed to all Councillors.
5408. POLICE MATTERS
[a] A Police Report for June was received.
The PA to find out who was responsible for Parking Enforcement and advise of parking in Bellbrook on double yellow lines.
[b] An email was received dated 27th June from Staffordshire Police News Manager who advised of the new Policing Model for the County.
5409. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council meeting of the 9th June 2022
[b] The Follow Up Sheets were received for the Full Council, Haling Dene Management and Recreation and Amenities.
5410. COMMITTEE MINUTES
The minutes were noted for the:
[a] Planning Minutes for 9th June 2022.
5411. WORKING GROUP MINUTES
[a] It was noted that no minutes had been received.
5412. OUTSIDE GROUPS WITH PC REPRESENTATION
It was noted that no minutes had been received.
5413. ACCOUNTS
Resolved that:
[a] The accounts for payment for the month of June 2022 be approved.
[b] The expenditure summary print outs for June were received.
[c] The May monthly Summary of Accounts and Pie Chart for the website were noted.
[d] The following accounting details were noted:

5414. CASUAL VACANCIES
[a] It was noted that an Election would be held for the North East Ward on Thursday 21st July.
[b] It was noted that the Levedale Ward vacancy had not been filled.
[c] Consideration was given to calling for nominations to fill the Casual Vacancy for the Levedale Ward.
Resolved that the Council agreed to call for nominations to fill the Casual Vacancy for the Levedale Ward by Co-Option.
5415. NEIGHBOURHOOD PLAN
[a] It was noted that the Neighbourhood Plan Steering Group met on 27th June.
[b] Two members of the Steering Group, Sarah Wilkes and Sam Harper-Wallis, who are the Chair and Vice Chair of the Neighbourhood Plan Steering Group, introduced themselves to the Council members and gave a brief update on the process and the first stage of the Plan, which involves engaging with the Community and Stakeholders, gathering evidence data and Technical Support.
5416. DATE AND TIME OF NEXT MEETING
Thursday 8th September 2022 at 7.30 pm.
5417. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
