Minutes of the Penkridge Parish Council Meeting held
On 9th March 2023 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with
the inclusion of confidential matters.

5530. APOLOGIES
Apologies were received from Cllrs Ms Gail Balance, Gordon Hawkins, David Oldfield and SCC Cllr
David Williams.
5531. PERSONALIA AND EVENTS
[a] The above was received for March 2023.
[b] Members of the Council and Public in attendance who declared they were video/recording the
meeting was Cllr Andrew Lenz.
5532. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
5533. DISCLOSABLE PECUNINARY INTEREST [DPI}
There were no Disclosable Pecuniary Interests received.
5534. PUBLIC PARTICIPATION
Cllr Andrew Adams advised that he had been contacted by two residents, the first Mrs Dorothy
Briggs of the Cannock Road regarding the Speed Cushions on the Cannock Road, she believed
they were illegal and had been advised by a Councillor that they could be removed. He asked if
the Parish Council could write to Staffordshire County Council and get legal advice with regard to
the Speed Cushions. Councillor Lenz said he had a letter from the MP he would pass onto the PA.
The second resident from Hathaway Road contacted him with regard to large lorries parking on the
grass verge and churning up the grass but more importantly obscuring vision of vehicles pulling out
onto the A449.
The Chairman asked if this could be placed on the next highway Liaison agenda for further
discussion.
5535. SUPPORT STAFFORDSHIRE
Due to the weather conditions Anne Ross, Locality Support Officer for South Staffordshire, sent her
apologies. This item will now be included on the April Full Council agenda.

5536. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCIL
South Staffordshire Councillor Len Bates advised that SCC had launched their new website which
gave ease of access to the public and had many new tools, one being to translate the details from
the into any language.
5537. POLICE MATTERS
[a] The Police report for February was received.
5538. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council Meeting of 9th February 2023
[b Extra Full Council Meeting of 2nd March 2003
[c] The Follow Up Sheets were received for the Full Council, Haling Dene Management and Recreation
and Amenities.
5539. COMMITTEE MINUTES
The minutes were noted for the:

5540. WORKING GROUP MINUTES
[a] It was noted that no minutes had been received.
5541. OUTSIDE GROUPS WITH PC REPRESENTATION
[a] It was noted that no minutes had been received.
5542. ACCOUNTS
Resolved that:
[a] The accounts for payment for the month February be approved.
[b] The expenditure summary print outs for February were received.
[c] The February Monthly Summary of Accounts and Pie Chart for the website were noted.
Virements
Approval be given to the virement of:
[d] £2,000 from Haling Dene Building/Maintenance/Heating budget to the Equipment/Repairs budget.

5543. NEIGHBOURHOOD PLAN
[a] Cllr Sam Harper-Wallis updated Councillors on the progress of the above.
He said they had two Community public Events which had proved popular and received positive
feedback and comments and also Parishioners engaging on line. The next steps would be a
Community Survey, which would be more in-depth.

5544. KINGS CORONATION
[a] The update for the above was received.
[b] Councillors considered setting a date to check the marquee and bunting.
Resolved that the Chairman email Councillors Andrew Adams, Ron Kenyon, Andrew Lenz and Alan
Smallwood with a date to clean and erect the marque.
5545. GRANTS
[a] Consideration was given to a grant request from Penkridge Community Managed Library for a grant
of £300 towards the cost of the Library Garden Project.
Resolved that a grant of £300 be approved to the Library for their Garden Project.
5546. SUBSCRIPTIONS
[a] Consideration was given to renewing the subscription for the SLCC at a cost of £354.00.
Resolved that the above subscription be approved.
5547. DATE AND TIME OF NEXT MEETING
Thursday 13th April 2023 at 7.30 pm.
5548. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
