Minutes of the Penkridge Parish Council Meeting held
On 9th May 2019 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

3885. CHAIRMAN AND VICE CHAIRMAN
[a] There were two nominations put forward and seconded to stand for Chairman; Cllr Mrs Petula Hughes and Cllr Alan Smallwood.
There were eight votes for Cllr Mrs Hughes and seven votes for Cllr Smallwood.
Cllr Mrs Hughes accepted to stand as Chairman and signed the Register of Acceptance to Office.
[b] There were two nominations put forward and seconded to stand as Vice Chairman; Cllr Alan Smallwood and Cllr Calvert Stonehouse.
There were seven votes for Cllr Smallwood and eight votes for Cllr Stonehouse.
Cllr Stonehouse accepted to stand as Vice Chairman.
The Chairman, Cllr Mrs Hughes, thanked the out-going Chair for his work and contribution during the past 12 months.
3886. APOLOGIES
There were no apologies received.
3887. PERSONALIA AND EVENTS
[a] The above was received for May 2019.
The Chairman presented the three new Councillors with their badge of office; Cllrs Mrs Gail Balance, Gordon Hawkins and Helen Sutton.
[b] A document was received – Councillors Code of Conduct and Behaviour.
[c] The Council’s Meetings Calendar was received for May 2019 – April 2020.
3888. COMMITTEES
[a] Appointment of members to Committees for 2019-2020 were made and a copy attached to the official copy of the Minutes.
[b] It was noted that the Chairman and Vice-Chairman of each Committee would be elected at their first meeting.

3889. APPOINTMENT OF REPRESENTATIVES TO OTHER BODIES
The 2019-2020 list of representatives to other bodies is attached to the official copy of the minutes.
3890. DECLARATIONS OF INTEREST
There were no declarations of interest.
3891. DISCLOSABLE PECUNIARY INTEREST (DPI)
There had been no DPI requests received.
3892. PUBLIC PARTICIPATION
Mrs Dorothy Briggs of Cannock Road, advised that there had been two burglaries in Cannock Road that day. She said that at 6.30 am the previous Saturday there had been a horrendous noise with a vehicle going over the speed humps. She asked if photos she had taken of the 7.5T Except Access signs on the Cannock Road/Wolgarston Way could be placed on the Highway Liaison Agenda. Mrs Briggs said the signs on the Stafford Road to Acton Gate were much larger. She also said that HGVs travelled in excess of 50 mph along the Pottal Pool Road.
Mr Stephens of Cannock Road asked if there could be an update on the reduction in speed limits at the Council’s next meeting.
The Chairman said she had been approached by Ruth Goodison of the Wolverhampton Road who asked if she was aware that the Willow Trees on the Market were to be cut down and asked if the Parish Council could request the Market Owners to replace the trees. Cllr Eastwood said the Council had been offered free trees recently and wondered if the details could be passed to the Market Owners.
Cllr Hawkins said he had been approached by a Parishioner who had concerns regarding the number of cars parking on the Doctors Surgery and the damage/impact the proposed new houses would have on the schools and library. He also advised that there were a number of youths gathering at Filance Lock on evenings and causing a disturbance.
3893. POLICE MATTERS
[a] Council were advised that the Police report received was for Huntington and not Penkridge.
Cllr Eastwood said that a ‘Hoody’ had been seen along the alleyway between Haling Road and Kempson Road, apparently smoking Pot. He had concerns that this was close to the Primary School.
Cllr Stonehouse said Mrs Chris Potts had informed him that youths were hiding in the bushes/trees on Boscomoor Lane by the Flats and causing disturbances.
3894. MINUTES
Resolved that:
The Minutes of the meeting held on the 11th April 2019 be confirmed and signed as a true and correct record.
3895. COMMITTEE MINUTES
The minutes were noted of:-
[a] Planning meeting of the 11th April 2019.
3896. WORKING GROUP MINUTES
It was noted that no minutes had been received.
3897. OUTSIDE GROUPS WITH PC REPRESENTATION
It was noted that no minutes had been received.
3898. ACCOUNTS
Resolved that:
[a] The accounts for payment were approved for the month of April 2019 together with the Bank Reconciliation.
[b] It was noted the expenditure summary print outs for April and May 2019 would be placed on the June agenda.
[c] The end of year Final Accounts for 2018-19 be received and approved.
[d] The Annual Return for the year ended 31st March 2019 – Section 1 Annual Governance Statement 2018/2019 be approved and signed by the Chairman and Parish Administrator.

[e] The Annual Return for the year ended 31st March 2019 – Section 2 Accounting Statements 2018/2019 be approved and signed by the Chairman and Parish Administrator
[f] The Internal Auditor’s report for the Financial Year End 2018-2019 was received. Councillors had only received the report that evening and asked if this could be placed on the June Full Council agenda for consideration.
Resolved that the Internal Auditor’s Year End report be included on the June Full Council agenda.

3899. LIBRARY
[a] The Steering Group’s Notes and the Action Plan for the above were received.
3900. CHRISTMAS TREE FESTIVAL 2019
An email was received dated 27th April from St Michael’s Church which asked if the Parish Council wished to take part in the above.
Resolved that the Council agree to take part and Cllr Mrs Smith to dress the tree.
3901. COUNCILLORS’ REMMUNERATION
It was noted that Councillors were required to send a letter to the PA advising if they do/do not wish to claim their Councillors Allowance by no later than 1st June 2019.
3902. DATE AND TIME OF NEXT MEETING
Thursday 13th June 2019 at 7.30 pm
3903. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
