Minutes of the Recreation and Amenities Committee Meeting
held on 27th October 2022 at 7.00 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings,
with the inclusion of confidential matters.

1560. APOLOGIES
Apologies were received from Cllrs Mrs Petula Hughes, Gordon Hawkins and David Oldfield.
1561. DECLARATIONS OF INTEREST
Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz declared an interest in Item 8 – Allotments.
1562. DISCLOSABLE PECUNIARY INTEREST (DPI)
DPIs had been submitted from Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz for Item 8 –
Allotments
1563. MINUTES
Resolved that:
[a] The minutes of the meeting of 28th July be approved as a true and correct record and signed by the
Chairman.
[b] The Follow Up sheets from the July meeting were received.
1564. MATTERS ARISING FROM THE MINUTES
There were no Matters Arising from the minutes.
1565. INCOME AND EXPENDITURE
[a] The Recreation and Amenities printouts for the year to date were received.
[b] The Burial Ground printouts for the year to date were received.
1566. COMMITTEE BUDGET 2023-2024
[a] It was noted the item of improvements/project for the 2023/2024 financial year will be the Play Areas.

1567. PLAY AREAS
[a] The PA advised Councillors that there had been no decision from South Staffordshire Council with
regard to funding help for remedial work required to the equipment or the provision of an agreement
for the land on which the equipment is located.
Resolved that the PA send a letter to South Staffordshire Council requesting a reply to the above.
[b] Approval was given the PA’s action in conjunction with the Chair and Vice Chair of Council and
Chair and Vice Chair of the Recreation and Amenities Committee to purchase new chains, fixings,
Junior and Cradle Swing Seats for the Horsefair Play Area at a cost of £1,563 plus VAT.
Resolved that the Village Park be placed on the January Recreation and Amenities agenda.
[c] Consideration was given to a costing for a mobile camera, at a cost of £178.99 per camera which
could be moved around the open spaces in the Village.
Resolved that three cameras be purchased, as per the above, and the PA to ensure the SD Card
has the maximum memory possible.
1568. ALLOTMENTS
[a] Consideration was given to increasing the Allotment Rental for 2024 [previous charges attached].
Resolved that the Allotment Rental be increased to £44.00 per full plot with the addition going
towards the provision of a skip during the month of March 2024.
[b] The current Regulations for the Leisure Gardens were reviewed.
Resolved that inspections of the allotment start in March and are undertaken monthly throughout
the year.
[c] Confirmation details for the replacement water pipe for Francis Green Lane Allotment was not
considered.
[d] Consideration was given to the date for allotment skips to be delivered.
Resolved that the two skips be delivered Friday 3rd March 2023.
1569. GRASS CUTTING AND HORTICULTURAL CONTRACTS
[a] It was noted that the three-year Contract for the above was due to expire on 31st March 2023.
[b] Consideration was given to if the Committee wished to extend the contracts for a further two years.
Resolved that:
[i] The Grass Cutting Contract be extended for a further two years.
[ii] The Horticultural Contract go out for Tender.
1570. VICTORIAN FAYRE
[a] The PA advised that the response for stalls at the above was considerably low.
Resolved that an advert be circulated on Social Media for Stall Holders.
1571. HOLIDAY PLAY SCHEME
[a] The PA advised Councillors that only one of the agreed three events had been held at the Haling
Dene Centre.
1572. PENKRIDGE COMMUNITY MANAGED LIBRARY
[a] The notes were received from the meeting with SCC. Library Volunteers on 14th September 2022.
[b] It was noted the Library Volunteers had drawn up a plan to change the front garden at the Library
for a ‘Tolken Garden’ and the plans are going through SCC for consideration.
Burial Ground
1573. MEMORIAL TREES/BENCHES
[a] The PA advised that she had written to South Staffordshire Council regarding an item raised at the
July meeting in relation to memorial trees and benches. She had given SSC additional information
and a request from a Parishioner to place a bench on Wolgarston Way open space and was waiting
for a reply.

1574. RULES AND REGULATIONS
[a] Councillors reviewed the Burial Ground Rules and Regulations.
Resolved that Sections 7 and 11 within the Rules and Regulations be made bold and a slightly larger
font to draw attention to the contents.
1575. DATE AND TIME OF NEXT MEETING
Thursday 26th January 2023 at 8.30 pm.
1576. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
