Minutes of the Recreation and Amenities Committee Meeting
held on 17th March 2022 at 8.20 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings,
with the inclusion of confidential matters.

1521. APOLOGIES
Apologies were received from Cllrs Andrew Lenz and David Oldfield.
1522. DECLARATIONS OF INTEREST
Cllr Mrs Adams Declared an Interest in Item 6 d and e – Allotments, Cllr Mrs Hughes, Ms Leach and Mrs
Smith Declared an Interest in Item 9b – Penkridge Community Managed Library.
1523 DISCLOSABLE PECUNIARY INTEREST (DPI)
There were no DPIs submitted.
1524. MINUTES
Resolved that:
[a] The minutes of the meeting of 27th January be approved as a true and correct record and signed by
the Vice Chairman.
[b] The Follow Up sheets from the January meeting were received.
1525. MATTERS ARISING FROM THE MINUTES
There were no Matters Arising from the minutes.
1526. INCOME AND EXPENDITURE
[a] The Recreation and Amenities printouts for the year to date were received.
[b] The Burial Ground printouts for the year to date were received.

1527. VILLAGE MAINTENANCE /MATTERS
[a] It was noted the Mindful Bench had now been installed in the Festival Gardens and the donations
towards the costs from the Parishioner and Round Table had been received.
[b] It was noted that Davina Dickson had agreed to undertake the artwork wording on the Bench.
[c] Consideration was given to having an official unveiling of the Bench.
Resolved that there be an official unveiling once the bench has been completed.
[d] It was noted the Francis Green Lane Allotment Gate repair would be undertaken by Penkridge
Fencing at a cost of £120.
[e] Consideration was given to a quotation from RR Plumbing Services to provide the materials and
connect the upgraded pipe to the taps at a cost of £250, with the Allotment Holders to dig out the
old pipe work ready for the installation.
Resolved that the above be approved.

1528. PLAY AREAS
[a] It was noted the PA had applied for a grant from Veolia for the refurbishment of the Horsefair Play
Area.
[b] It was noted Tenders for the upgrade of the Horsefair Play Area would be considered at an
additional Recreation and Amenities meeting on 21st April at 7.00 pm.
[c] The PA advised that if a grant from Veolia were awarded the Parish Council would be required to
make a 10% CTP [Contributing Third Party] payment to the Landfill Operator in the region of £5,700.
1529. TRADITIONAL VICTORIAN FAYRE
[a] It was noted the date for the above had been changed to Friday 9th December due to the
Traditional Fair not being available on 2nd December.
1530. PENKRIDGE COMMUNITY MANAGED LIBRARY
[a] The Notes from the Volunteers meeting of 16th March would be included on the May agenda.
[b] Consideration was given to increasing the Petty Cash float for the Library from April 2022.
Resolved that the Petty Cash Float be increased from £30 to £40 with effect from April 2022.
1531. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
