Minutes of the Recreation and Amenities Committee Meeting
held on 23rd March 2023 at 7.00 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings,
with the inclusion of confidential matters.

Councilor Lenz declared he was audio recording the meeting.

1590. APOLOGIES
There were no apologies received from Committee Members.

1591. DECLARATIONS OF INTEREST
Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz declared an interest in Item 7 – Allotments.
1592. DISCLOSABLE PECUNIARY INTEREST (DPI)
DPIs had been submitted from Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz for Item 7 –
Allotments
1593. MINUTES
Resolved that:
[a] The minutes of the meeting of 26th January 2023 be approved as a true and correct record and
signed by the Vice Chairman.
Cllr Lenz advised that he would not approve the minutes, in particular Item 1584[c], as he had
submitted a DPI to speak and vote on Allotments and his vote had not been included in the count.
He would take this matter to South Staffordshire Council’s Monitoring Officer.
The Vice Chairman asked if all members of the Recreation and Amenities Committee would approve
the minutes except Item 1584[c].
All members present agreed that the minutes were a correct record of the meeting.
[b] The Follow Up sheets from the January meeting were received.
1594. MATTERS ARISING
There were no Matters Arising from the Minutes.
1595. INCOME AND EXPENDITURE
[a] The Recreation and Amenities printouts for the year to date were received.
[b] The Burial Ground printouts for the year to date were received.

1594. PLAY AREAS
[a] The PA gave an update on the Heron Play Area.
South Staffordshire Council’s Legal Department had drawn up a draft lease for the land and
Councillors went through the lease and approved that the document be submitted to South
Staffordshire Council, with their insertions and additions and a copy of which is attached to the
official copy of the minutes.
Resolved that the draft Lease be submitted to South Staffordshire Council for the Heron Park land.
1596. ALLOTMENTS
[a] An email dated 19th February was received from an Allotment holder giving his suggestions for
holding bi-annual meetings with members of both sites.
The Chairman asked that the PA reply to the allotment holder asking that he attend the 13th April Full
Council meeting to advise Councillors of his proposals under the Public Participation section and that
the Chairman be copied into the reply.
Resolved that the PA reply to the allotment holder asking that he attend the 13th April Full Council

[b] A quotation was received and considered from M Bissell Trees and Hedges at a cost of £275.00 plus
VAT to have work undertaken to the Ash Tree in the FGL allotments following a site meeting with the
SSC Tree Officer.
Resolved that the quotation from M Bissell Trees and Hedges be approved.
1597. VILLAGE PARK
[a] It was noted that following the resolution made at the January meeting regarding the above the PA
had sent a letter to Persimmon Homes and spoke to a representative who had advised that at
present there are no plans to provide a village park on that piece of land.
1598. WILDLIFE CAMERAS
The PA advised that the Wildlife Cameras were working very well and there had been no issues to
report to Council.
She advised that a further camera would be purchased in the new financial year.
Resolved that a further Wildlife Camera be purchased in the new financial year.
1599. PENKRIDGE COMMUNITY MANAGED LIBRARY
[a] The notes were received from the meeting with SCC, Councillors and Library Volunteers on 8th March
2023.
