Minutes of the Recreation and Amenities Committee Meeting
held on 27th January 2022 at 7.00 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

1506. APOLOGIES
Apologies were received from Cllrs Gordon Hawkins and David Oldfield.
1507. DECLARATIONS OF INTEREST
Cllr Mrs Adams and Lenz Declared an Interest in Item 11 – Allotments.
1508. DISCLOSABLE PECUNIARY INTEREST (DPI)
There were no DPIs submitted.
1509. MINUTES
Resolved that:
[a] The minutes of the meeting of 28th October 2021 be approved as a true and correct record and signed by the Chairman.
[b] The Follow Up sheets from the October meeting were received.
1510. MATTERS ARISING FROM THE MINUTES
There were no Matters Arising from the minutes.
1511. INCOME AND EXPENDITURE
[a] The Recreation and Amenities printouts for the year to date were received.
[b] The Burial Ground printouts for the year to date were received.

1512. VILLAGE MAINTENANCE /MATTERS
[a] Consideration was given to the Open Space Scheme form from South Staffordshire Council.
Resolved that all the Play Areas, Cherrybrook Open Space, Village Park Planning Application off Teddesley Road and the preservation of all Open Spaces be put forward together with a request that S106 monies from Cameron Homes Planning Application be used towards the cost of the above.
[b] Consideration was given to an updated email from a resident with regard having a Mindful Bench in the Village. The resident advised that there had been an offer of £350 towards the cost of a bench.
Resolved that:
[i] The Committee agreed to place a mindful bench in the Festival Gardens and donate the balance of the cost.
[ii] The bench also have an inscription advising that it is a Mindful Bench.
[c] Consideration was given to new locations within the Village for the three planters by The Star Public House.
Resolved that the PA arrange a site meeting for Councillors, to include the SCC Councillor, with the suggested locations of two by the Bus Stop adjacent to TFM and one on Clay Street Footpath by the Littleton Arms.
1513. PLAY AREAS
[a] The PA’s update on the Heron Play Area was received, she advise that SSC have requested costs be obtained from the Play Area manufacturer to update the equipment.
[b] Consideration was given to the two options for the upgrade of the Horsefair Play Area.
Resolved that Option Two be the preferred option and the PA to obtain additional quotations together with grant applications towards the cost of purchasing and installing the equipment.
[c] It was noted the repairs to the Horsefair railings had been undertaken in November by Paul Woodall at a cost of £440.
[d] Consideration was given to a quotation from M Bissell Trees and Hedges to cut the Horsefair rear hedge at a cost of £1,200.
Resolved that the above quotation be approved.
1514. TRADITONAL VICTORIAN FAYRE
[a] Consideration was given to if the Committee wished to hold the above in 2022.
Resolved that the Committee hold the above in 2022 and it was agreed the event be named Penkridge Christmas Street Fayre.
[b] Consideration was given to a date for the above and it was agreed to hold the event on Friday 2nd December 2022.
Resolved that the event be held on Friday 2nd December 2022.
1515. CHRISTMAS LIGHTING
[a] It was noted that the Parish Council were successful in obtaining £5,000 from the SSC High Steet Fund Grant towards the cost of the 2021Christmas Lights.
[b] Consideration was given to if the Committee wished to replace the four feet Christmas Trees in Market Street due to wear and tear of the original trees.
Resolved that the 32 Christmas Trees be replaced.
1516. 20 PLENTY
[a] Consideration was given to the contents of the presentation and how the Committee wished to take this forward.
Resolved that this be transferred to the Highway Liaison Group for further consideration.
[b] Consideration was given to the contents of an SSC email with regard to SID and Flashing Speed signs.
Resolved that the PA to advise SSC that there is a pole between the crossing and island on Wolgarston Way to attach a SID.
1517. ALLOTMENTS
[a] The PA advised that she was still awaiting a quotation to have the Francis Green Lane allotment tap extension upgraded to meet the regulations.

1518. PENKRIDGE COMMUNITY MANAGED LIBRARY
[a] The Notes were received from the Volunteers meetings of 17th November 2021 and 19th January 2022.
[b] It was noted that following a visit from a SCC Property Surveyor they will undertake external works required to the Cells.
[c] The PA advised that a quotation had not yet been received for the internal works as further investigation was required.
[d] It was noted that the Parish Council had received monies from SCC for the issue of LFT test kits through the Library and this money was to be used within the Library.
Resolved that the PA advised that this monies was in the Committee’s Miscellaneous Income and would be transferred to the Library at year end once all the monies had been received.
[e] The Committee were asked to consider what the LFT monies was to be used for within the Library.
Resolved that this be carried forward to a future meeting once all the monies had been received.
1519. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
