Minutes of the Recreation and Amenities Committee Meeting
held on 26th January 2023 at 8.00 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings,
with the inclusion of confidential matters.

1577. APOLOGIES
Apologies were received from Committee Members Cllr Ms Gail Balance

1578. DECLARATIONS OF INTEREST
Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz declared an interest in Item 7 – Allotments.
1579. DISCLOSABLE PECUNIARY INTEREST (DPI)
DPIs had been submitted from Cllrs Andrew Adams, Mrs Helen Adams and Andrew Lenz for Item 7 –
Allotments
1580. MINUTES
Resolved that:
[a] The minutes of the meeting of 27th October be approved as a true and correct record and signed by
the Chairman.
1567.PLAY AREAS
[c] Consideration was given to a costing for a mobile camera, at a cost of £178.99 per camera
which could be moved around the open spaces in the Village.
Resolved that three cameras be purchased, as per the above, and the PA to ensure the SD
Card has the maximum memory possible.
Following the above resolution two cameras had been purchased with one placed in the Haling
Dene Grounds and one placed in the Burial Ground.
[b] The Follow Up sheets from the October meeting were received.
1581. MATTERS ARISING FROM THE MINUTES
There were no Matters Arising from the minutes.
1582. INCOME AND EXPENDITURE
[a] The Recreation and Amenities printouts for the year to date were received.
[b] The Burial Ground printouts for the year to date were received.

1583. PLAY AREAS
[a] The PA advised Councillors that two quotations had been submitted to South Staffordshire Council
with regard to the refurbishment of Heron Play Area. An email was received dated 25th January from
SSC advising that they have approved S106 monies of £26,000 towards the cost of Heron Play Area
refurbishment.
The quotation from Kompan to be accepted and the equipment and work confirmed. The Parish
Council would pay for the Kompan Coco Wave Swing at a cost of £7,052.50 and £3,000 towards the
Installation Cost which would leave a quotation balance of £26,120 .
Resolved that:
[i] The quotation from Kompan at a cost of £36,172 be accepted.
[ii] The Parish Council to pay for the Kompan Coco Wave Swing at a cost of £7,052.50 and £3,000
towards the Installation Cost
1584. ALLOTMENTS
[a] It was noted the two skips would be delivered to the allotment sites on Saturday 4th March.
[b] Consideration was given to a request from an Allotment holder to hold bi-annual meetings with
members of both sites.
Resolved that the PA email the allotment holder asking what he thought the meeting format should
be and would he organise the first meeting.
[c] Consideration was given to attaching wire mesh to the inside of the Francis Green Allotment
entrance gate.
There was proposal and seconder, Cllrs Smallwood and Kenyon, to have the wire mesh with one vote
for and three against.
[d] Consideration was given to replacing the Francis Green Lane entrance gate combination lock.
Resolved that a waterproof combination lock be purchased.
[e] It was noted Cllr Lenz will dig test holes to ascertain the depth/direction of the buried hose pipe.
1585. HORTICULTURAL CONTRACT
[a] Consideration was given to Tenders received for the Horticultural Contract for 2023 – 2026.
Resolved that the contract for the current Contractors, Stafford Borough Council, be extended for a
further two years.
[b] Consideration was given to Grass Cutting Contractor’s request for a 11% increase to their current
Contract in line with inflation.
Resolved that the above be approved.
1586. VICTORIAN FAYRE
[a] The PA advised that the Fair had been booked for Friday 8th December and the St Michael’s Church
Christmas Tree Festival would be held the same weekend. She said the past two years there had
only been Cllrs Kelly and Stonehouse and herself who had undertaken the work on the day and it
required more Councillors to help.
It was agreed that this item be placed on the May Recreation and Amenities agenda, after the
Elections, for further consideration.

1587. VILLAGE PARK
[a] Councillors considered if they wished to continue to have a Village Park on the flood plain along
Teddesley Road. It was agreed that the process should recommence with a letter being sent to the
land owner, Persimmon Homes.
Resolved that a letter be sent to Persimmon Homes.
1588. PENKRIDGE COMMUNITY MANAGED LIBRARY
[a] The notes were received from the meeting with SCC. Library Volunteers on 16th November 2022.
