Minutes of the Penkridge Parish Council Meeting held
On 14th March 2024 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with
the inclusion of confidential matters.

5751. APOLOGIES
[a] Apologies were received from:
Parish Councillors – Cllrs Sam Harper Wallis, Victor Kelly, Andrew Lenz, Chris Manton, Anthony Minshall
and Mrs Vivienne Smith.
Staffordshire County Council – Cllr David Williams.
[b] The Guidance Note – Reasons For Absence was received.
5752. PERSONALIA AND EVENTS
[a] The above was received for March 2024.
[b] Members of the Council and Public in attendance who declared they were video/recording the
meeting was Cllr Gary Poston.

5753. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
5754. DISCLOSABLE PECUNINARY INTEREST [DPI]
There were no Disposable Pecuniary Interests received.

5755. PUBLIC PARTICIPATION
There were no members of the public who wished to speak.
Cllr Poston said there had been a news report for North Staffs advising of a fatality due to a call
centre not having the key code to a Defibrillator. He asked if the Parish Council could write to West
Midlands and check they have all the Defibrillators listed in the Penkridge together with the
associated key codes.
5756. POLICE MATTERS
[a] A Police report had not been received.

5757. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCILS
Cllr Andrew Adams said a meeting had been held with Cllrs David Williams, Victor Kelly and himself
following a speed check at Pillaton. Staffordshire County Council had agreed to undertake a speed
check of all cars going through Pillaton and would consider their actions following the results.
He also said that whilst at Pillaton is was apparent that three of the six gullies were blocked and SCC
agreed that they would clear these.
[b] A letter was received from SCC Cllr David Williams following the item raised at the January
Recreation and Amenities meeting relating to the speed on Filance Lane.
[c] An email was received from a resident with regard to the road surface on the Levedale Road.
5758. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council Meeting of 8th February 2024.
[b] The Follow Up Sheets for February Full Council were received.
5759. COMMITTEE MINUTES
The minutes were noted for the:
[a] Planning Minutes of the 8th February 2024
[b] The Chairman’s report presented to the Annual Parish Meeting on 7th March would be placed on the
Council’s Website for information.

5760. WORKING GROUP MINUTES
[a] It was noted that no minutes had been received.
5761. OUTSIDE GROUPS WITH PC REPRESENTATION
[a] It was noted that no minutes had been received.
[b] The Chairman advised that, as Cllr Minshall was absent, his update following his attendance at the
South Staffordshire Council’s Community Engagement meeting would be placed on the April
agenda.
5762. ACCOUNTS
Resolved that:
[a] The accounts for payment for the month of February be approved.
[b] The expenditure summary print outs for February were received.
[c] The Pie Chart showing summary income and expenditure for February was received.
[d] The following Virements within the Full Council budget were approved:

5763. CROWN BRIDGE HANGING BASKET TREE
[a] The PA advised that she had approached three companies and only received one quotation.
Councillors asked that further quotations be obtained.
Resolved that further quotations be obtained.
5764. NEIGHBOURHOOD PLAN WORKING GROUP
[a] Mrs Yvonne Buckland, Chairman of the above, gave a report.
There had been 64 electronic and 124 manual responses. The manual responses had now been
uploaded to the database. Over the coming two months the Group would be writing the Policies
and bones of the report together with meeting South Staffordshire Council. There were some issues
that had arisen from the survey which would be addressed to the Parish Council direct as they did
not relate to the Neighbourhood Plan.
5765. SUBSCRIPTIONS
[a] Consideration was given to renewing the Council’s subscription to the SLCC at a cost of £357.
Resolved that the subscription to SLCC at a cost of £357 be renewed.

5766. SOCIAL MEDIA
[a] The Chairman advised that as there were six Councillors absent from the meeting this item would be
deferred to the April meeting.
5767. DATE AND TIME OF NEXT MEETING
Thursday 11th April 2024 at 7.30 pm.
5768. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
