Minutes of the Penkridge Parish Council Virtual Zoom Meeting held
On 14th January 2021 at 7.00 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with
the inclusion of confidential matters.

5064. APOLOGIES
An apology was received from Cllr Bean Craddock.
5065. PERSONALIA AND EVENTS
[a] The above was received for January 2021.
The Chairman wished all her fellow Councillors and Parishioners a Happy 2021 and hoped it would
be a healthy and better year for everyone.
[b] Members of the Council and Public in attendance who declared they were video/audio recording
the meeting were Cllrs Andrew Lenz, David Oldfield and Calvert Stonehouse.
[c] The meetings Calendar for 2021- 2022 Parish Council meetings was received.
[d] The Guidelines and Procedures for zoom meetings was received and Councillors agreed to adopt
these for the duration of the Parish Council Zoom meetings.
Resolved that the Guidelines and Procedures for Zoom meetings be adopted.
5066. DECLARATIONS OF INTEREST
There were no declarations of interest.
5067. DISCLOSABLE PECUNIARY INTEREST (DPI)
There was no DPI s received.
5068. PUBLIC PARTICIPATION
Mrs Jacquie Leach of Tempest Drive asked if she could give an update on the Persimmon Homes
development. She advised she had asked Cllr David Williams if the Section 38 would be signed and
adopted by Staffordshire County Council. The road name signs were on site but had not yet been
installed, the cycle way would be complete and any future improvements would be the
responsibility of the management group and residents. She also asked if Grit Bin could be installed
by Swallow Place.
Cllr Lenz said he had been asked by Parishioners what the plans were to roll our the Vaccine in
Penkridge.

5068. PUBLIC PARTICIPATION [Cont’d]
Cllr Smallwood said he had received an email from Katie Warrington advising that the Grit Bin on
Princefield Bridge had been removed and if it could be replaced.
Cllr Adams said he had been advised there was leaf fall on the footpath outside the Haling Dene
Centre.
5069. POLICE MATTERS
A Police Report was received for December 2020
5070. MINUTES
Resolved that:
The Minutes of the meeting held on the 10th December 2020 be confirmed and signed as a true and
correct record.
5071. COMMITTEE MINUTES
The minutes were noted for the:-
[a] Planning Submissions of December 2020
5072. WORKING GROUP MINUTES
The minutes were reeved for the Highway Liaison Submission dated 10th December 2020.
5073. OUTSIDE GROUPS WITH PC REPRESENTATION
It was noted that no minutes had been received.
Cllr Eastwood said there were members who represented the Council on various outside Groups and
they should be updating the Council monthly,
5074. ACCOUNTS
Resolved that:
[a] The accounts be approved for payment for the month of December 2020.
[b] The expenditure summary print outs be received for December 2020.

5075. STAFFORDSHIRE COUNTY COUNCILLOR
Cllr David Williams wished everyone a Happy New Year and proceeded to give updates on various
village matters.
Persimmon Development
The Section 38 had not yet been signed to adopt the footpath that leads to the A449 and would
only be signed once it had reached the required standard. As the area had not yet been
adopted Staffordshire County Council would not supply and maintain Grit Bins this should be the
responsibility of the developer. Street nameplates had been found on the site and persimmon
should erect them asap.

Primary Grit Bins
Were filled on a regular basis and he would let the PA know where these were located in the
village. Voluntary Ice Busters would grit the footpaths when bad weather was forecast.
Immunisation
Was underway in the Village at the County Show Ground. He thanked the Parish Council for
putting forward the Haling Dene Centre as a possible venue to be used.
TFM
Temporary red barriers had been put in place to stop vehicles parking on the footpath following an
assessment which found high voltage cables close to the surface of the pavement. TFM were
working with SCC and their delivery vehicles were parking on their frontage to unload,
unfortunately users of the store were still parking on the road and in the bus stop due to lack of
parking spaces on the premises.
Boscomoor Lane and Otherton Lane
Will be designated a 30 mph in April and the signage is being installed over the next couple of
weeks.
Repair of footpaths
Cllr Williams asked the Parish council to consider providing funds from an suggested increased in
the precept to enable the SCC to carry out repairs to some footpaths in poor state.
There was then a question and answer session between Cllr Williams and Councillors present.

5076. PENKRIDGE LIBRARY
It was noted that the above would remain open for order and collect during Lockdown on
Tuesday and Thursday mornings between 10.00 am and 12 noon.
5077. AIR POLLUTION
A Notice of Motion was received from Cllr Calvert Stonehouse:
Should the Parish Council consider lobbying South Staffordshire Council to bring back into service
as soon as possible the Air Quality Monitoring station on Wolgarston Way Penkridge to measure the
(increased) effects likely to occur from Air Pollution with the inevitable increase in traffic from the
M6, the WMI HUB, with the close proximity of Wolgarston High School and the proposed expansion
and growth of Penkridge with new housing and population?
The Motion was seconded by Cllr Mrs Hughes.
Councillors then discussed the contents of the latest 2019 Air Quality Annual Status Report (ASR)
which stated there was only one current monitoring station remaining, ‘Our current Air Quality
Management Area (AQMA No. 5) is located in Hatherton at Oak Farm on the A5’.
As this is quite a distance from Penkridge Councillors suggested that the monitoring station on
Wolgarston Way be reinstated, or a similar location.
The Parish Council are concerned about the present and future levels of Air Pollution with the
increased traffic from the widened M6, A5 and the A449 through the village together with the
possible effects of the proposed traffic from the recently consented WMI HUB, and the effects on
local schools and the proposed growth of Penkridge housing and increasing population.
Resolved that:
[i] The Parish Council request South Staffs Council, as the Local Authority responsible for
producing the ‘Air Quality Action Plan 2008’, that they issue the latest data and an updated
report of the air quality in the Penkridge area.
[ii] Request further monitoring stations in the village to record and issue data due on the
predicted increase in traffic levels in Penkridge and District.
5078. PERSIMMON LYNEHILL MEADOW
Following the items raised in the December Public Participation consideration was given to how the
Parish Council could help regarding:
a) Concerns about the provision of Street Nameplates.
b) Concerns about the Management Company’s charges for work that Persimmon have not
completed.
The Chairman advised that the majority of the above had been discussed under Cllr Williams
update earlier in the meeting. Council was aware of the situation and would monitor it over the
coming months.

5079. DATE AND TIME OF NEXT MEETING
Thursday 11th February 2021 at 7.00 pm.
5080. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be
excluded from the meeting during consideration of the following items of business on the grounds
that they are likely to involve the disclosure of exempt information as defined in the appropriate
paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
