Minutes of the Penkridge Parish Council Meeting held
On 14th April 2022 at 7.30 pm at the Haling Dene Centre
Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

5336. APOLOGIES
Apologies were received from Cllrs Mrs Isabel Ford, David Oldfield, Mrs Vivienne Smith and Alan Smallwood.
5337. PERSONALIA AND EVENTS
[a] The above was received for April 2022.
[b] Members of the Council and Public in attendance who declared they were video/recording the meeting were Cllrs Andrew Lenz and Calvert Stonehouse.
5338. DECLARATIONS OF INTEREST
There were no declarations of interest.
5339. DISCLOSABLE PECUNINARY INTEREST [DPI}
There were no Disposable Pecuniary Interests received.
5340. PUBLIC PARTICIPATION
Mr Gary Poston of Croydon Drive asked if the Annual Parish Meeting minutes of 31st March would be placed on the Council website following this evening’s meeting.
5341. POLICE MATTERS
[a] A Police Report was received for March 2022.
5342. SOUTH STAFFORDSHIRE & STAFFORDSHIRE COUNTY COUNCIL
SCC Cllr David Williams gave an update on the following items:
Staffordshire had not received a grant for the Bus Service Plan
The Highway Transformation Plan was going thought the final stages
Ukraine refugees are going through the process to be located in Staffordshire.
Cllr Adams thanked Cllr Williams for the Monckton Recreation Centre SCC Climate Change Gant which has provided new lights for the main hall. would be

5343. MINUTES
Resolved that the Minutes of the meeting be approved for:
[a] Full Council meeting of the 10th March 2022
[b] The Follow Up sheets for Full Council, Planning, Haling Dene Management and Recreation and Amenities were received.
5344. COMMITTEE MINUTES
The minutes were noted for the:
[a] Planning Minutes for 10th March 2022
[b] Haling Dene Management Meeting of 17th March 2022
[c] Recreation and Amenities Meeting of 17th March 2022
To minutes were received for the:
[d] Annual Parish Meeting of 31st March 2022
5345. WORKING GROUP MINUTES
It was noted that no minutes had been received.
5346. OUTSIDE GROUPS WITH PC REPRESENTATION
To receive minutes from:
[a] WMI Project Liaison [CLG] Meeting notes of 16th March 2022
[b] WMI Project Liaison [PLG] Meeting notes of 17th March 2022
[c] Peace Memorial Hall Minutes dated 18th January 2022
[d] Penkridge Sports and Recreation Centre Minutes dated 21st February 2022
[e] It was noted that the Penkridge Sports and Recreation Centre AGM would be held on Monday 16th
May in the main hall and all Parish Councillors were invited.
5347. ACCOUNTS
[a] It was noted the Accounts for payment and the Expenditure Summary printouts for the month of March 2022 would be included on the May 2022 agenda due to year end closedown.
[b] It was noted the Internal audit for the year end would be undertaken week commencing 2nd May 2022.
[c] Consideration was given to reinvesting the Council’s Bond for a further 12 months with Nationwide.
Resolved that the PA speak to South Staffordshire Council to seek advice on where they invest monies and what was the return percentage received. If the rate was no better than Nationwide then the Bond be reinvested with Nationwide.
[d] It was noted that the National Joint Council for Local Government Services had agreed to a 1.75%
pay increase to commence 1st April 2021 and the increase and back dated pay was made in
March 2022.
5348. SOUTH STAFFORDSHRE COUNCIL
[a] The slide show presentation was received following the South Staffordshire Council’s in-house Code of Conduct training with Parish Councillors.
5349. SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT PART II
The above was received which detailed which items can be included in Part II Private Session of Parish Council meetings.
5350. NEIGHBOURHOOD PLAN
[a] The Chairman’s verbal update on the above was received.
[b] Consideration was given to the next stage of the above and inviting applicants to form a Neighbourhood Plan Steering Group.
Resolved that the application for the Steering Group be reposted on Social Media.
[c] Consideration was given to appointing Parish Council members onto the Steering Group.
Resolved that Councillors Mrs Adams, Kelly and Stonehouse continue as Council representatives.
5351. GRASS VERGE OFF A449
An email dated 25th March from a resident was received regarding vehicles parking on the grass verge off the A449.
Resolved that this be transferred to the Highway Liaison Group with the suggestion of the installation of Wooden Posts.

5352. DATE AND TIME OF NEXT MEETING
Thursday 12th May 2022 at 7.30 pm.
5353. Local Government Act 1972 – Exclusion of Press and Public – to resolve that the Press and Public be excluded from the meeting during consideration of the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in the appropriate paragraph(s) Section 1[2] Public Bodies/Admission to meetings Act 1960.
