Minutes of the Recreation and Amenities Committee Meeting

held on 25th May 2023 at 7.00 pm at the Haling Dene Centre

 

Audio recordings will be made of all Ordinary and Special Council meetings and Committee meetings, with the inclusion of confidential matters.

  1. APOLOGIES

There were no apologies received.

 

  1. VIDEO/AUDIO RECORDING

[a]     Members of the Council and Public in attendance who declared they were video/recording the meeting were Cllrs Andrew Lenz and Gary Poston.

 

  1. CHAIRMAN AND VICE CHAIRMAN

[a]    There was one nomination put forward and seconded for Chairman: Cllr Andrew Lenz.

Cllr Lenz accepted the position of Chairman to the Recreation and Amenities Committee.

[b]    There was one nomination put forward and seconded for Vice Chairman: Cllr Alan Smallwood.

Cllr Smallwood accepted the position of Vice Chairman to the Recreation and Amenities Committee

 

  1. DECLARATIONS OF INTEREST

Cllrs Mrs Helen Adams and Andrew Lenz declared an interest in Item 8 – Allotments.

 

  1. DISCLOSABLE PECUNIARY INTEREST (DPI)

DPIs had been submitted from Cllrs Mrs Helen Adams and Andrew Lenz for Item 8 – Allotments

 

  1. MINUTES

Resolved that:

[a]     The minutes of the meeting of 23rd March 2023 be approved as a true and correct record and signed by the Chairman.

[b]     The Follow Up Sheets were received for the March meeting.

 

  1. INCOME AND EXPENDITURE

[a]     It was noted that the Recreation and Amenities printouts for the year to date would be included on the June Full Council agenda.

[b]     It was noted that the Burial Ground printouts for the year to date would be included on the June Full Council agenda.

 

 

 

 

 

Recreation & Amenities

 

  1. PLAY AREAS

[a]     The PA advised that the amended Lease had been returned to South Staffordshire Council, who had passed this onto their Legal Services and the S106 monies would not be paid until after the Elections.  Following a chase up email there was still no update on the Lease and payment of monies.

Resolved that a letter be sent to SSC advising them of the Council’s disappointment that there was no update and due to the time lapse there may now be an increase in cost for the purchase and installation of the equipment.

[b]     Consideration was given to a quotation dated 9th March from Wicksteed to replace the train on the Horsefair Play Area at a cost of £900.

Resolved that the quotation from Wicksteed be approved.

[c]     It was noted that the Play Area Inspections for 2023 were to be undertaken by Morral Play Services during July.

 

  1. ALLOTMENTS

[a]     Consideration was given to the updates to the Allotment Rules and Regulations.

Resolved that:

[i]    Rules from other Parish Councils who have allotments be obtained and this be considered at the July meeting.

[ii]   The allotment letters be reviewed at the July meeting.

[b]     Consideration was given to if the Committee wished to investigate the possibility of an Allotment Association.

Resolved that this be included in the renewal letter to allotment holders to gauge their interest.

 

  1. VICTORIAN FAYRE

[a]     Consideration was given to if the Council wished to hold a Victorian Fayre this year.

Resolved that the event go ahead and be held on Friday 8th December.

[b]     Councillors who put their names forward to help with the Road Closure on the day together with help with the organisation on the afternoon and the evening closure of the event were:

 

Road Closure:    Cllrs Sam Harper-Wallis, Victor Kelly and Gary Poston

 

Monitoring the Barriers and Evening Closure: Cllrs Mrs Helen Adams, Andrew Adams, Victor Kelly, Ron Kenyon, Andrew Lenz, Gary Poston and Alan Smallwood.

 

  1. MISCELLANEOUS ITEMS

[a]     It was noted that the Stress Testing had been undertaken on the Hanging Basket/Christmas Tree brackets at a cost of £440 by Chains and Lifting.

[b]     Consideration was given to an offer from Penkridge Gentleman Spoofers of a bench with a suggested location of one of the Village Play Areas.

Resolved that the offer be accepted and the bench be located in the Horsefair Play Area with the Handyman to install the bench.

 

  1. PENKRIDGE COMMUNITY MANAGED LIBRARY

[a]     Consideration was given to a request from the Library Volunteers for the Parish Council to have leaflets printed and distributed to all households.

Resolved that the centre pages of an edition of the PPC News be offered to the Library.

[b]     Consideration was given to if the Council wished to approve the suggested amendment to the Library Opening Hours.

Resolved that the Committee approved the amendment to the Library Opening Hours.
