Minutes of the Planning Meeting held on 14th March 2024
at 7.00 pm at the Haling Dene Centre

Apologies were received from Cllrs Sam Harper Wallis, Victor Kelly, Andrew Lenz, Chris Manton, Anthony
Minshall and Mrs Vivienne Smith.
6573. DECLARATIONS OF INTEREST
[a] It was noted that South Staffordshire Council Councillors Mrs Helen Adams, Sam Harper-Wallis and Victor
Kelly declared a Non-Pecuniary Interest and would not speak or vote on Planning Applications.

Resolved that the minutes be approved for:

[a] It was noted no Enforcement Cases for Penkridge had been received.
[b] An Appeal Notice was received and considered for Land South of New Acre Stables Wolverhampton
Road, for the stationing of a Caravan for Residential Use Purposes and it was noted the closing date for
additional comments is 22nd March 2024.

As a neighboring Parish Council we have significant concerns regarding this proposed application.
Councillors questioned if the application fell outside the guidelines of the Local Plan in force at the
time of the application?
There is a proposed 800,000 sq ft of warehousing less than 4 miles from this development.
The area has a significant risk of flooding, within the last two months the whole area has been
inundated with floods, this will only exacerbated the problem by covering 49 acres with tarmac.
The proposed development is on land with an ALC (Agricultural Land Classification) grading 2, this is
only one grade below the very best quality land available in the Country.
If there were a food shortage, land such as this should be available to cultivate crops.
This development is a significant intrusion into local countryside.
With the proposed employment of 1,000 workers over three shifts Council questioned where the
additional cars over the proposed 150 spaces would park.
The roads around the proposed development would not be able to cope with such an influx of
vehicles.
Children’s education would significantly be affected by noise, dust and vibrations during the
construction.
The Parish Council understand Staffordshire County Council have refused the application and
Penkridge Parish Council support both SCC and Dunston and Coppenhall Parish Council and ask that
the application be refused.
